25-26 ILR Specification changes

As part of our commitment to ensuring the Bud platform is ready for the new funding year in good time, we have started to introduce changes announced in V1 and V2 of the ILR specification document for the 25/26 academic year: https://guidance.submit-learner-data.service.gov.uk/25-26/ilr/summaryofchanges

Many of the changes we will be making over the next few releases will not be valid until after 01/08/25. Where this is the case, this will be marked with a “Valid from 01/08/25” label. A similar label of “Valid to 31/07/25” will be used in the case of deprecated fields.

Release 5.15.0 (08/07/2025)

Contact preferences - The contact preference entity will be removed from the 25/26 ILR XML output file
Funding and Monitoring (FAM) codes - the following new FAM types and codes have been added to the Learner FAM types/Code dropdown list for selection.
- MMH1 - "Student has at least the minimum classroom teaching hours planned for an eligible maths qualification"
- MMH2 - " Student does not have at least the minimum classroom teaching hours planned for an eligible maths qualification"
- EMH1 - "Student has at least the minimum classroom teaching hours planned for an eligible English qualification"
- EMH2 - " Student does not have at least the minimum classroom teaching hours planned for an eligible English qualification"
The following fields will be removed in the 25/26 XML output and 25/26 ILR page when available

The following Programme Type codes will be marked as "Valid to 31/07/25"
- 2: Advanced Level Apprenticeship
- 3: Intermediate Level Apprenticeship
- 20: Higher Apprenticeship - level 4
- 21: Higher Apprenticeship - level 5
- 22: Higher Apprenticeship - level 6
- 23: Higher Apprenticeship - level 7+
The following changes will be made to the Source Of Funding type dropdown in the Learning Funding and Monitoring section of the ILR page AND to the "devolved region" dropdown menu in the OST enrolment flow.

  - EVI 3 - Receipt of plan from learner to acquire new self-employment opportunities or contracts
  - EVI 4 - Checked HGV Provisional licence
  - EVI 5 - Passed HGV ADR (dangerous goods) exam
  - EVI 6 - Passed HGV PDP (petroleum driver passport) exam
